What does the Handle Refund button do?

What does the "handle refund" button (for facebook transactions) do? Will the transaction be automatically refunded when I click the button or does it do something else like take me to a site where I can dispute the user's dispute?

(You get a dialog where you can choose how to handle the refund request, either refund the user, or dispute the user. Facebook unfortunately doesn't have its own refund resolution site, but instead forces everyone to do it through their API)

When the dispute details are

Selecting Handle Dispute>Deny: Denied Refund does not do anything.

Am I right to interpret this that Facebook completed the refund even though I did not have a chance to dispute it?
