Confused about Unity3d SDK and License

I don't know where to begin to start a new Unity3D project. In the Unity3d folder I see a .dll and an .xml file, which I would imagine I need to import into my project. However, the License.txt specifically EXCLUDES .dlls, and thus I gather than I don't actually have permission to include it in my game.

What gives?

I have wrote some tiny start up tutorial for PlayerIO x Unity3D that can be found in here:

For PlayerIO in Unity, you only need the two following files:

- The .dll file is where all the code is compiled.
- The .xml file is where all the documentation is written (optional).
